You can safely ignore that there is a 8 in the URL. Rawhide users use

rpm -ivh \
http://download1.rpmfusion.org/free/fedora/development/i386/os/rpmfusion-free-release-9.90-2.noarch.rpm \
http://download1.rpmfusion.org/nonfree/fedora/development/i386/os/rpmfusion-nonfree-release-9.90-2.noarch.rpm \
