Starting from your spec:
You aren't using our $RPM_OPT_FLAGS
Harcoding mesa-liBGL should be avoided. (despite it is clear that this is aimed
to be used with mesa).

Of course, there is a need to have runtime tests done, specially to see if the
features still works.
AFAIR, this kind of library only makes sense when the related application was
wrongly coded, because most hardware support s3tc compress in hardware despite
this is disabled by default (can be enabled with driconf). This library
implement this feature in software as a fallback for wrongly codec application.

So, we need names for such wrongly coded application and eventually a
bugreport.
