Yes, but the primary purpose of these .cfg files is not installing software on
your computer, and furthermore, installing a mock helper package that contains
non-free .cfg files will not install non-free software in anyone's computer.
There are few other steps the user should take to install non-free software.
The number of these steps is comparable to the number of steps of you take when
installing a non-free software you downloaded with firefox. So, shall we put
firefox on non-free?
