Correct. A yum-plugin would be needed to do that. Such a plugin does not exists
afaik

The world is not perfect. Yes, a yum plugin that would fix this would be great,
but I never found the time to write one

I'm not even sure that I understand the question. There is no reason or need
why the contents in each branch must be identical with the others. Just the
upgrade path needs to be sane (e.g. EVR in F8 needs to be lower than the one
fromF9 and later)

BTW, closing, this is fixed.
