rpmlib(PayloadIsXz) is needed by foo for F-12 - rpm update needed from buildsys

Hello !

As some may still want to build update for Rawhide, the current rpm
version needed to populate rawhide buildroot isn't capable of handling
Xz compression. This can be done updating rpm in the buildsys which are
running EL5.

I've submitted the bug here to help track the issue:
http://bugzilla.rpmfusion.org/show_bug.cgi?id=742

At this step, I'm still investigating what need to be done (which
version to take).
