I do have the same issues, please keep in mind that this project is still in
beta mode and as more features from .Net are ported to Mono things will start
to behave better. The won't create file issue is already documented upstream
at:
http://code.google.com/p/paint-mono/issues/detail?id=22

Although the program does not crash in my case.
