I'm well aware that I sometimes might have done that now and then -- 
especially in the phase to get RPM Fusion started, as I got the 
impression everyone waited for someone to drive things forward, so I did

But I always try to announce things *early* in the process to give 
people a chance to influence stuff before I do it. But if I got to far

Check the archives. It wasn't my decision alone; it was one of the 
decisions from the steering committee. In fact it were others that were 
against it in the beginning when I was still undecided.

Reverting that decision now is hard. There are contributors that 
invested a lot of time in RPM Fusion just on the fact that we don't ship 
libdvdcss -- stating to ship it now might kick those people out, which 
imho would be a bit unfair.
