Really?

If so, then the standard approach to packaging would be to wait with 
packaging an application until the libraries' upstreams have caught up.

Or differently: If a distro doesn't provide the requirements a package 
requires, then this package can't be included into a distro.

The standard approach in such cases would be to resort to packaging 
"older versions" of the application.
