Rawhide "frozen" in rpmfusion.

Hi !

As we need to update the multimedia libraries in F-12 Rawhide, we will
have to schedule a freeze in order to have every components to get
rebuilt.

I've prepared the x264 update which comes from an API changes and ABI
bump. you can test that your package build fine with the version
available

The package will get submitted for building at a later time. (along
with the dependencies)
