Disabling the bugzilla sync script

The bugzilla sync script has started choking because of failing to
add/modify a higher number of entries.

Several people have set up their bugzilla accounts to use email addresses,
which don't match the owners.list files in cvs [anymore]. Please fix this!
I've also contacted these people privately.

Until the files will be fixed, the bugzilla sync script cron job is
not running anymore.

I understand that if RPM Fusion duplicated all of Fedora's infrastructure
including FAS, pkgdb, bugzilla+xmlrpc, koji, bodhi, it might be easier to
not forget about old-style owners.list files. However, as long as that
stuff is not being offered, please be gentle with the available resources
and try to keep the owners.list files accurate.
