Multimedia stack update in rawhide (x264, ffmpeg)

Hi all!

It's that time again. :)

I'm updating x264 (SO version bump 78->83) and ffmpeg (no major ABI
changes AFAICT).

Affected packages:
* avidemux
* ffmpeg 
* gstreamer-plugins-bad
* libquicktime
* mencoder
* vlc

ffmpeg builds fine against the new x264. I'll be verifying the rest
of the list during the weekend, but if someone wants to help, please
reply in this thread indicating which package you'll be handling.
