please could you more elaborate on why you believe that it is illegal for RPM
Fusion to distribute the package? 

I really do believe this package is perfectly legal to be distributed by the
RPM Fusion and it placing in nonfree is aligned with the RPMFusion guidelines.

Stating that GPLv2 restriction is illegal is bit too strong - I believe that
anybody may release its software with whatever license he wants. 
Illegal would be if somebody would release code with GPLv2 and somebody else
would change wording of the GPLv2 - this is not the case here.

The AMAP license is generally defining some has "no commercial use"-like
restrictions (which prevent putting to Fedora Core) and in all other aspects
rules from GPLv2 should be applied. It is not illegal. I also believe it
doesn't prevent to be included i RPMFusion - similar non-commercial clauses can
be found in other packages in nonfree as well - for example realcrypt.
