I had the -devel files installed when I tested

[leigh at localhost ~]$ rpm -qa |grep -e frei0r -e libvis
libvisual-devel-0.4.0-9.fc12.x86_64
frei0r-plugins-1.1.22-4.fc13.x86_64
libvisual-0.4.0-9.fc12.x86_64
frei0r-plugins-1.1.22-5.fc14.x86_64
libvisual-0.4.0-9.fc12.i686
frei0r-devel-1.1.22-4.fc13.x86_64

(excuse the mess, I'm currently upgrading to F14)
