Why don't Fedora provenpackagers have global write ACLs in RPM Fusion?

I'm afraid it is not that simple (AFAIK), we don't really have a proven
packer concept in rpmfusion. The mean reason for this is a lack of
manpower on the infrastructure side to implement such a thing.
