Even though it's very old, Mupen64plus 1.5 is the most recent "complete"
version. All newer versions of Mupen64plus are considered beta and/or have no
GUI.

I would personally love to see this package in RPM Fusion if someone can review
it. Either way, I plan to try building it this week and submit any changes if
it doesn't work on the latest fedora.
