- Add missing BR for Gstreamer tests

I fear that Miro simply won't work with Fedora 14's python -- there have been
issues with garbage collection in the past, on various distributions; normally
this is attributable to overly-aggressive compiler optimizations.

Do you have a Fedora 15 machine you can test this on? All the tests now run
(I've verified this by running 'mock --shell', and then running the tests
manually from inside the build directory).

I've tried disabling the tests, but the resulting binary RPM triggers the same
GC problem at normal runtime on my F-14 x86_64 machine. So until this problem
is figured out (perhaps requiring a F-14 python update) I intend to build this
package only for F-15 and above.
