OpenCascade license?

Quick question...

Is there any major difference between OCC and OCE (community edition)
that you know of?

Currently, due to the OpenCASCADE license, it will have to go in
non-free in RPM Fusion. I checked github for OCE and it seems to have
the same license, so what's the point? If it had a more acceptable
license, I could see packaging that instead, especially since freecad,
which is my ultimate goal, could go in free instead of non-free.
