Build that have failed in rawhide

I tried but ran into the following:

$ PLAGUE_CLIENT_CONFIG=~/.plague-client-rpmfusion.cfg
]$ /usr/bin/plague-client requeue 11545
Config file did not exist.  Writing /home/build/.plague-client.cfg
with default values.  Error: Config file
'/home/build/.plague-client.cfg' missing.
Error: certificate's email address (hobbes1069 at gmail.com) does not
match the email address in /home/build/.plague-client.cfg
(foo at it.com).

What is actually supposed to create the plague config file?
