Exception for F16: bochs-devel and dolphin-emu

I'm currently trying to package dolphin-emu in RPMFusion, but it seems
that for it to go without any bundled libraries, I'll need bochs-devel,
which is being introduced in F17. I talked with a Fedora maintainer of
Bochs and he says due to the circumstances, bochs-devel package can't be
introduced into F16.

I'm not exactly sure how one goes about requesting an exception, or if I
even can, but I was looking to see if an exception can be made for a F16
build (I figure F15 doesn't matter as much as it's nearing EOL).
