CVS directory request, how to compile?

I have read Contributors page, sorry to bother but it's not clear to me how
to compile the cvs directory creation template:


Package CVS request======================Package Name:Short
Description:Owners:Branches:InitialCC:----------------------License
tag: [free|nonfree]


How do i have to compile Owners, Branches and InitialCC?
