For libshairport, do something like this:

Package CVS request

Package Name: libshairport
Short Description: emulates an airport express
Owners: lorenzodalrio,ktdreyer
Branches: F-17 F-18 EL-6
InitialCC: lorenzodalrio,ktdreyer
----------------------
License tag: free

When you do this, make sure to add "RF_CVSsync" to the "Blocks:" field
in Bugzilla.
