It's not ISO-8859-1 and I have no idea what encoding it might be in; file(1)
isn't very helpful either:

"Non-ISO extended-ASCII text, with very long lines, with CRLF line terminators"

I'll leave it the way it is and let upstream deal with it. It's not our place
to edit licensing documentation anyway.
