I would suspect this is happening because the png isn't in the 256x256 format:
/usr/share/icons/hicolor/256x256/apps/abuse.png: PNG image data, 255 x 327,
8-bit/color RGBA, non-interlaced

Could maybe install doc/abuse.png (32x32) from the abuse tarball instead,
although when gnome-shell scales it up to 256x256 it shows up ugly pixelated:

Or just manually scale the 255x327 picture to the 256x256 icon format and ship
that in the rpm instead. Or ship both the 32x32 and the 256x256 icons. Lots of
choices :)
