You cannot handle things that way.

Either you build a package that is eligible for the free section using
dependencies from the free section and the result is redistributed in the free
section or it is for nonfree (and etc).

There is no "split after the package is built" done. 

Another point is that we cannot replace a package because we are using the same
name. I would say the cvs module name is concerned (or the source package
name).

For that reason it can only exists an opencv-freeworld package in the free
section that restore the behaviour in fedora. and an additional opencv-nonfree
(once cuda get's in) that will allow for opencv cuda (and opencv_video plugin).

But everything isn't that easy, because the patented functions from the
opencv_nonfree can also be built with cuda. So to be fully featured, you would
need to have a opencv_nonfree.so alternate built in the opencv-nonfree package
