probably, this is the rule in question:

and as RPMFusion inherits Fedora rules, you'd need an exception from this,
rather than saying that it's not in RPMFusion rules so it is okay

personally, I wouldn't have any objection against such an exception, but I've
heard rumours that there are machines not connected to Internet where people
want to install Fedora too

ahem, I believe the "selfobvious" argument was directed only to the
interactivity, not to downloads ... needing interaction would mean breaking
kickstarts, automatic updates and the sole "yum -y", that's really obvious we
can't do it
