Dolphin-emu should be in free

With the release of dolphin-emu 4.0 (currently in fedora 20+), dolphin no
longer depends on non-free software, so thus should be in rpmfusion free
for f20+

I think I posted this a while ago and forgot about it, but how would I go
about moving this to free? I'm assuming I should make a bug, block #34 and
do a CVS request and retire the nonfree branches?
