Ah, you are referring to the dropbox case when it adds/updates the repo file
during installation (?).

Basically, it's one of the aspects one need to consider for each repo. Do we
find the repo file installed by dropbox in this case acceptable? Personally I
do, it's identical besides the includepkgs= limitation.

If this is unacceptable, one could use a trigger in dropbox-repo to restore the
repo file after installing dropbox.
