Maintain libmpeg3

Hi, 
I need modify libmpeg3 to verify the patch "to use external libmpeg3"
that is in queue to be upstream [1] .   

I also I want unbundle ac52 , I put source in github [2] (none
modification so far ...) ,  and sync with Debian package as possible .

None package requires libmpeg3, so seems safe to modify , is just used
for cinelerra-cv [3]

So may I commit some changes to libmpeg3 directly , or should I request
to be co-maintainer of package first ?
