livna's libdvdcss

I have increasingly found DVDs that will not play (or play corrupted
video) when using libdvdread/libdvdcss due to odd content protection
schemes. I decided to see if upgrading these libraries would help. Now
that libdvdcss 1.3 exists, what is the likelihood that this version
will be packaged and made available in the livna repository?

(I built a package locally, and this required only a trivial change to
the version number within the specification file.)
