Documentation size is 1628160 bytes and #PackageDocumentation says: "For
example API documentation belongs in the -devel subpackage"
So docs are 1.6 MB, almost ~1MB and it is API documentation of libmp3splt, so I
think is not wrong and could be in -devel package.
