Mostly for packaging changes; like LICENSE, etc. There have been a couple of
header commits but not much more.

I've updated it because I'm building it for RHEL/CentOS 6/7 and Fedora, so I
updated it before building it for all the various platforms. The idea was to
push this on the SCM so it would get (eventually) rebuilt for the next
rawhide/f23.
