dnf clean all
Cleaning repos: rpmfusion-free-updates-testing updates-testing fedora
rpmfusion-free-updates
              : rpmfusion-nonfree-updates updates

I just found that I hadn't enabled rpmfusion-free , just updates ... ,
after enable rpmfusion-free it works .
