You've completely miss-understood, I was talking about scripts, not
sub-packages.

So everything back to the main package, and:
...
/usr/bin/rfpkg-free
/usr/bin/rfpkg-nonfree
/etc/rpkg/rfpkg-free.conf
/etc/rpkg/rfpkg-nonfree.conf


cat rfpkg-free
#!/bin/bash
/usr/bin/rfpkg -C /etc/rpkg/rfpkg-free.conf "$@"

same for nonfree

But I guess I will maintain the rfpkg-free/nonfree scripts in the upstream
sources. still wip with fedpkg 1.21 changes backported.
