Just a quick spec review right now...

Very clean overall, my only feedback is in %files:

%files libs-devel
%{_includedir}/libdcadec

It's customary when globbing a whole directory to include a "/" at the end.

%files libs-devel
%{_includedir}/libdcadec/

No functional difference to rpmbuild but it lets others know it's a directory
not a file.
