Mmh it seems that AMD does not allow you to download the package if you
did not pass through the Licence, etc. webpages.
You can download the package from
http://support.amd.com/en-us/download/linux
Section "Radeon RX400 Series" -> "​RHEL (64-bit)" -> then click on
"AMDGPU-Pro Driver Version 16.40 for RHEL 7.2"

GPU-Pro EULA[1], paragraph 3.1 seems to forbid also Local Package Factory[2]
