Not quite.

ATM, the rpmfusion-*updates.repos for fc23 are redirecting to "updates" 
to "testing"

e.g. 
http://mirrors.rpmfusion.org/mirrorlist?repo=free-fedora-updates-released-23&arch=x86_64

returns:

# repo = free-fedora-updates-testing-23 arch = x86_64 country = DE 
country = BG country = RO country = GB country = MK country = FR country
