ffmpeg and libvo-aacenc.so.0 on Fedora 23

But ffmpeg from rpmfusion depends on libvo-aacenc.so.0.  Without it you 
can't process many files.   Since I only have Fedora + RPMfusion, that 
is how I discovered it was missing.
