ffmpeg and libvo-aacenc.so.0 on Fedora 23

It's in testing:

When using rpmfusion with fc23, the mirrorlists in 
/etc/yum.repos.d/rpmfusion-*updates.repo
e.g. http://mirrors.rpmfusion.org/mirrorlist?repo=free-fedora-updates-
released-23&arch=x86_64
redirect to testing.

A pretty bad idea, IMNSHO, but it fits into the chaotic picture 
rpmfusion currently communicates.
