Remove em8300-devel from mplayer in rawhide?

I've got the EL-6 build going now. Are we to consider the EL-6 a
branch/fork of the F-17 branch? I'm thinking I should "backport" my
spec changes back to the F-17 branch but not bother with a build. I
plan on leaving rawhide alone.

Other than conditionalizing the BR: for em8300-devel I back ported
some of the good stuff from the rawhide spec including adding "0"'s in
front of the %if %{?svn} macros so they always resolve to something
and fixing the typo in the BR: for pulseaudio-libs-devel.
