OCE now GPL licensed

It appears as of OpenCascade 6.7.0 (OCE 0.14)  that it is now gpl licensed.

I need to double check but I think that means that this can now move to
Fedora proper.

When I get a chance I'll start a review request for OCE and freecad on
Fedora.

Reviewers to get this moved along would be appreciated.
