Summary: RAR archiver to create and manage RAR archives

This package is Shareware (nonfree), but we might ask if it is redistribuable
for our needs.
I know there is also an open source implementation of the rar archiver. But it
is incomplete (as discussed previously on this list).
This last version could also be packaged.
