RPMFusion buildsystem is setting wrongs CFLAGS while building packages at %configure step

A bad buildsys-build pkg?
Above can happen if  redhat-rpm-config  is not installed into
the buildroot. redhat-rpm-config is where %optflags and
%global_cflags are defined.
