I would suggest doing two completely separate packages, frogatto and
frogatto-data, because there may be times that you want to update the game
package while the game data hasn't changed (bug-fixes, rebuild for updated
dependencies, etc).

This is how nexuiz and alienarena do it, and it does help a lot in reducing
unnecessary data updates.

My 2 cents.
