So the reason miro wasn't triggering the assertion on F-15+ is this change:
(per Python maintainer dmalcolm)

F-14 python is compiled with -DNDEBUG, F-15 is not. So the Miro C/Pyrex code
still has a reference counting bug somewhere but it's just not being checked on
F-15 and above.
