Not quite.
ATM, the rpmfusion-*updates.repos for fc23 are redirecting to "updates"
to "testing"
e.g.
http://mirrors.rpmfusion.org/mirrorlist?repo=free-fedora-updates-released...
which is a temporary solution caused by rpmfusion internal troubles and
don't change you you enable the testing-updates by intention nor does it
harm enable them explicit if you want testing always enabled (here the
case over years)
