Please open a bug report if that's the case. FDK AAC support is complicated, because we can only distribute FFmpeg with FDK AAC support enabled if it's linked with the limited FDK AAC build from Fedora (fdk-aac-free package). So, only Fedora builds of FFmpeg have it enabled at this time. I've been considering enabling it in RPM Fusion and building against the Fedora FDK AAC build for some time now, but it still needs some discussion.
