As a rule, we do not include third-party patches in packages (especially
ones as sensitive as ffmpeg) unless they're already committed upstream
or under very exceptional circumstances (as with the Chromium patch).
So far, only the VVC decoder made it into a release (7.0), so this will
become availabe when we do the update. I think it's unwise to include a
patch for VVC encoding before it's fully reviewed upstream.
Also, it would be nice to enable lame mp3 and fdk aac encoders.

Hoping that it is possible,
LAME MP3 encoding has been available in both RPM Fusion and Fedora
builds from day one, so I'm not sure why you're asking. Is mp3 encoding
using -c:a libmp3lame not working for you? Please open a bug report if
that's the case.
FDK AAC support is complicated, because we can only distribute FFmpeg
with FDK AAC support enabled if it's linked with the limited FDK AAC
build from Fedora (fdk-aac-free package). So, only Fedora builds of
FFmpeg have it enabled at this time. I've been considering enabling it
in RPM Fusion and building against the Fedora FDK AAC build for some
time now, but it still needs some discussion.
