And (as you know, but the OP may not) FFmpeg 7.0's ABI/API changes
*may* require various 6.x compat packages for support of other
packages (I don't think anyone has done the full investigation yet),
which adds to the total workload.
FWIW, I'm planning to do the update and rebuild of all dependent
packages in COPR (and locally where necessary) to assess the impact of
the new version.
However, updating in Fedora requires the additional effort of vetting or
disabling newly added codecs for legal reasons.
We're planning to do the above after F40 release.

I guess I would go even further, in that those that want to move
quicker *need* to participate and contribute. While I am not a member
so can only observe from the distance, it appears to me that the core
RPMFusion team members are already working at a herculean effort
level, and while I am sure they added FFmpeg 7.0 to their list, it is
not like they have lots of free time to redirect to one's favorite
package.
