Description:
Plugins for Qmmp from Qmmp Plugin Pack that cannot be included in Fedora.
* MPG123 - MPEG v1/2 layer1/2/3 decoder using of libmpg123 library
I guess the reason why not in Fedora is obvious after reading the Description
... mp3 stuff. The rest of the plugins was submitted into Fedora here:

Description: I am the developer of the GNOME Internet Radio Locator, and would
like to see it included in RPMFusion since some of the included radio stations
depends on the MP3 codec. Girl is a GNOME Internet Radio Locator program that
allows the user to easily find and record live radio programs on radio
broadcasters on the Internet. Girl is developed on the GNOME platform and it
requires at least one audio player such as Totem to be installed for playback
and streamripper for recording. Enjoy Internet Radio.
I think that the rpmlint message below can safely be ignored, since
streamripper is "streamripper" according to "yum info streamripper".

yle-dl is a command-line program for downloading media files
from the two video streaming services of the Finnish national
broadcasting company YLE: Yle Areena (http://areena.yle.fi/),
and Elävä Arkisto (http://yle.fi/aihe/elava-arkisto/) and
partial support for Yle Arkivet (http://svenska.yle.fi/arkivet).
The videos are saved in Flash video (FLV) format.
yle-dl is an extension of RTMPDump (http://rtmpdump.mplayerhq.hu/),
which is based on XBMC RTMP code used in RTMPDumper by team
boxee.
* Why this package is not eligible to be included in Fedora
Don't know. It's been included in rpmfusion but apparently abandoned by the
previous package maintainer. Last packaged version is from 8.8.2012, that's
three and half years ago. I'd be willing to maintain the package.
* The output rpmlint gives on both the source and binary packages. Explain for
each message why you've chosen to ignore it.

Description :
This plugin enables VDR to write compliant DVDs from VDR recordings
while being able to control the process and to watch progress from
inside VDRs on-screen-display. If the selected recordings don't fit
the DVD, the video tracks are requantized (shrinked) automatically.
The created menus support multipage descriptions (in case the
recording summary exceeds one page).
