FFmpeg update and sidetag

Hi there,
As some might have noticed, there is an updated ffmpeg version nearing
(4.5 is already branched upstream), seems like very few projects are
ready yet, so we went back and moved the packages already rebuilt into
a dedicated koji side tag.
The goal is to have it ready by f36, so no rush, but please consider
raising an issue upstream soon.
For the record, here is the method to build into the ffmpeg side-tag:
rfpkg build --target=f36-free-build-side-539
For multilibs packages: (relevant as i686 such as gstreamer1, etc).
rfpkg build --target=f36-free-multilibs-build-side-537

No side tag for the nonfree section exists yet, but it will be done at
a later time.
